Windows 7 – Enable or Disable Windows DreamScene
One of the neat features that was available in certain editions of Windows Vista was DreamScene (Wikipedia Article on DreamScene). DreamScene allowed you to set a animation or any compatible video as your wallpaper. DreamScene was removed in Windows 7. However, it is possible to add it back.

A very simple tool to enable or disable DreamScene in Windows 7 has been created. You can download it over at SoftPedia.
After downloading the tool, simply run it as administrator and select the button to enable or disable it.

If you need some videos to use for your DreamScene, check out http://www.dreamscene.org/.
